Project Account Engineer, Fuel & Materials Development & Qualification

The Project Account Engineer (PAE) is an engineer within the Natrium organizational structure who has been given responsibility and authority under the Natrium Senior Managers for performance management of one or more control (cost code) accounts, and for planning and managing performance of the resources authorized to accomplish such work. The PAE is a project management-oriented role focusing on project performance management that reports directly to the Senior Manager of Fuel Development & Qualification. Project account engineer responsibilities include schedule planning and status, cost planning and management, measurement of accomplishment, actual cost collection, variance analysis and resultant corrective action, estimating costs at completion, and risk management. The PAE manages the control account (cost code) where technical scope, schedule, and budget are integrated. The PAE will have regular weekly and monthly communication with managers and tech leads within the Senior Manager's group.

Responsibilities

  • Lead schedule development and update efforts during project design phase cycles, budget cycles, and long-range planning development.
  • Coordinate with supporting Project Coordinator(s), delegate responsibilities and ensure accountability for completion, conduct performance management reports.
  • Coordinate with interfacing teams and other project organizations to develop cohesive strategies and processes across organizational lines and ensure accurate and complete hand-offs are executed.
  • Verify that activity management is properly executed by engineering team and summary information is reported in a timely manner to project controls team. This includes accurate duration and resource estimates, correct sequencing of tasks, and identification of interfaces with other work products internal and external to the control account. Solicit inputs from engineering staff for status in the master control schedule and hold the team accountable for performance on tasks.
  • Monitor and analyze cost and schedule variances using the earned value management system through data reports, actual costs, and integrated schedule actuals compared to the time-phased budget. The PAE will report on variances and develop recovery plans and variance management plans as necessary.
  • Closely monitor performance of the team against the schedule baseline and manage corrective actions to areas of underperformance. Coordinate with engineering team and Project Planning and Controls to identify and manage trends.
  • Organize and conduct integrated team and management reviews of schedule and cost performance.
  • Manage and execute Project Change Notices for the team's scope of responsibility and schedule reforecasting. Lead the engineering teams in developing the necessary inputs to the project change process.
  • Ensure that actual costs are accurately recorded against the proper charge numbers for work performed and accrued costs.
  • Develop supplier management project plans within the overall team scope of responsibility and aid in project oversight of supplier activities.
  • Develop standards for detailed task-level work planning and manage weekly planning/update communications with engineering team.
  • Identify and monitor project technical and business risks, and ensure effective mitigations are established to timely retire critical risks. Lead activities to solicit new or changed risks.
  • Identify issues and execution challenges early using available project data, proactively resolve issues that impede project progress, and obtain assistance when needed to allow engineering staff to concentrate on their work products.
  • Develop and maintain staffing/resource plans to accomplish the work and adjust the schedule to be resource leveled. Provide resource gap analysis information to team managers to support hiring plans.
  • Interface with procurement organization to ensure effective and timely procurement processes, including requests for proposal, contract award activities, supplier contract management, supplier schedule and cost performance, and change control.
  • Identify candidate activities and scope for specialty subcontractor award and manage task schedule performance with subcontractor teams.
  • Develop and maintain oversight metrics and processes for project subrecipients and subcontractors. Facilitate performance feedback communications when expectations are not met.
  • Manage the team Division of Responsibility with subrecipients and subcontractors.
  • Strive to continuously improve upon established business processes. Communicate these opportunities to project management and assist in gaining buy-in from relevant stakeholders.
  • Collaborate with the activity owners to identify opportunities for improving the efficiency and quality of the status updates for the team's scheduled activities.
  • Understand the fundamental engineering basis of the project schedule within the team's scope of responsibility.

Key Qualifications and Skills

  • Minimum of a bachelor's degree in engineering, business, or a related field.
  • Minimum of 8+ years engineering work experience and/or project management experience.
  • Demonstrated ability to create, review and proactively manage schedules, and management of Earned Value Management Systems.
  • Experience in the Nuclear or other highly regulated industry is desired but not required.
  • Demonstrated experience in oversight of supplier and subcontractor organizations in an engineering environment.
  • Experience with project management tools such as Microsoft Project, P6, or Jira.
  • Experience working to quality standard, such as ASME NQA-1 or ISO 9001.
  • Detail and process-oriented outlook.
  • Exceptional communication skills to integrate with a diverse engineering team are required.
  • The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect and a desire to foster teamwork.

Salary Range Level 10: $109,446 - $164,170

Salary Range Level 11: $120,672 - $201,119

*Typically, our employee salaries are within .90 - 1.0 of the mid-point of the posted salary band. Any salary offered within the posted salary band is based on market data and commensurate with the selected individual's qualifications and experience. This range is specific to Washington State.
