Manhattan Strategy Group (MSG), a rapidly growing management and social sciences consulting firm based in Bethesda MD, is seeking Technical Assistance (TA) Specialists to support U.S. Department of Education programs focused on the education, training, and employment of individuals with disabilities. TA will focus on supporting state vocational rehabilitation and associated agencies in implementing initiatives for competitive integrated employment of individuals with disabilities. TA Specialists will plan and conduct an array of activities to assist these agencies in administering their federal grants and achieving improved employment results for individuals with disabilities.
Candidates will join a dynamic team of consultants working together to deliver best-in-class solutions to our current Federal clients, which include the Departments of Education, Labor, Health and Human Services, Justice, Agriculture, and others. This position will engage in technical assistance activities as well as client deliverables and business development.
JOB RESPONSIBILITIES/DUTIES
  • Work as part of a team to design and deliver TA to state agencies to support their grant administration and project activities leading to measurable impacts in education, training, and employment outcomes for individuals with disabilities.
  • Lead or support individualized TA on grant planning, benchmarking, reporting, and evaluation.
  • Conduct needs assessments to guide the development of relevant and useful TA; provide tailored support responding to grantee needs.
  • Provide consulting, coaching, and training on program policies and practices for improved results, providing expert, evidence-based research, tools, and information.
  • Facilitate information-sharing among grantees and with the field on best practices, such as through the design and delivery of webinars, communities of practice, and web-based platforms.
  • Plan and organize conferences, meetings, symposia, and other convenings for Federal, grantee, and stakeholder learning and networking opportunities.
  • Develop TA resources such as papers, reports, manuals, online tutorials, webinars, and resource guides for use by policymakers, program administrators, practitioners, and other stakeholders.
  • Work effectively with subject matter experts to translate and adapt their expertise into services for a range of audiences.
  • Support the development of capability statements, proposals, and presentations for potential new projects.
QUALIFICATIONS
  • Bachelor's degree; an advanced degree (e.g., master's or doctorate) in Education, Rehabilitation Counseling, Sociology, Political Science, Economics, Public Policy, or a related field is preferred
  • At least 8 years of experience providing programmatic or policy leadership, or TA to leadership, focusing on the employment of individuals with disabilities.
  • Knowledge of vocational rehabilitation policies, practices, stakeholders, and models (including competitive integrated employment).
  • Experience developing, administering, or evaluating federal or state workforce disability initiatives.
  • Experience working for a state vocational rehabilitation agency or service vendor preferred.
  • Must be knowledgeable about the projects and activities of the U.S. Department of Education in the Federal, State, or local context; consulting or contracting experience is a plus.
  • Strong writing, analytical, and research skills.
  • Strong organizational and multitasking skills.
  • Ability to lead or work productively in teams in a fast-paced environment producing quality work.
