Overview

Nisga'a CIOPS provides hands-on experienced services to civilian and DoD programs worldwide. Delivering highly skilled, cleared personnel who provide services on five continents for a portfolio of customers.

Summary:

The HR Employee Specialist Lead will support the Staffing & Employee Relations Section (SERS) unit within the Bureau of Prisons (BoP) contract. The HR Employee Specialist Lead will be responsible for leading a team of HR specialists, managing employee relations, and providing expert guidance on HR policies and procedures. The ideal candidate will have strong leadership abilities, excellent communication skills, and a thorough understanding of HR best practices.

Responsibilities

Essential Job Functions:

    Oversee the day-to-day operations of the HR Employee Specialist team, including workload distribution, prioritization, and resolution of escalated issues.
  • Serve as a subject matter expert on HR policies, procedures, and best practices, providing guidance and advice to employees and managers as needed.
  • Conduct regular audits and reviews of HR processes and procedures to ensure compliance with legal requirements and company policies.
  • Handle complex or sensitive HR issues with confidentiality, discretion, and professionalism.
  • Develop and deliver training programs and materials to educate employees and managers on HR policies, procedures, and compliance requirements.
  • Will assist in reviewing eligibility and processing various hiring and workforce flexibilities requests in accordance with BOP policy and procedures. Such requests include but not limited to retention, recruitment, relocation, above the minimum rate, age, and retirement waivers, telework and remote work.
  • Work may involve authoring justifications to OPM to waive the 10% limitation for group retention requests.
Qualifications

Necessary Skills and Knowledge:

  • Proven leadership experience, with the ability to effectively lead and motivate a team to achieve organizational goals.
  • Strong understanding of recruitment processes, including candidate sourcing, screening, and interviewing.
  • Excellent communication and interpersonal skills, with the ability to build rapport and establish trust with candidates and clients.
  • Detail-oriented with strong organizational and time management skills, able to manage multiple priorities and deadlines effectively.
  • Proficiency in Microsoft Office Suite and Adobe Acrobat.
  • Ability to thrive in a fast-paced, dynamic environment and work effectively both independently and as part of a team.

Minimum Qualifications:

  • Bachelor's degree in human resources, business administration, or a related field OR equivalent years of experience in lieu of degree.
  • Minimum 4 years of experience in recruitment, staffing, or a related field.
  • Ability to pass a background check.
  • Must have the ability to pass a drug test if requested.
  • Must be able to obtain/maintain a Public Trust level clearance.

Preferred Qualifications:

  • Professional certification in recruitment or human resources (e.g., PHR, SHRM-CP) a plus.
  • Delegated Examining Unit Certification preferred.
  • 2 to 4 years of experience supporting Federal Customers (Department of Justice, DOJ highly preferred).

The salary range for this position is $101,929.40 to $111,929.40 per year.
