Overview:

ACS Professional Staffing is looking for an employee to work on-site with our client.This Business Systems Analyst 3 role analyzes business systems, works with users to define system needs, researches development tools, troubleshoots issues, and improves performance of operational systems.This full-time position is located in Vancouver, WA.

Pay rate: $50.06 - $71.52

Responsibilities:

  • Planner Scheduler (PS) Duties:
    • Create and maintain the yearly Operations & Maintenance (O&M) and Capital (Cap) Indirect project schedules to capture hours.
    • Monthly close out of O&M/Cap hours in the schedule.
    • Conduct yearly analysis of non-project work for application/projection of future year O&M/Cap Indirect schedule/hrs.
    • Complete monthly input of Microsoft Project (MSP) resources for TT in coordination with TT financial analyst and makes the necessary changes in the MSP resource pool.
    • Verify with supervisors the MSP max units, O&M hours, Assignment Owner (AO) and role mapping for new employees/contractors and add the individuals to the MSP resource pool.
    • Create and publish projects with the phase Proposed, Backlog, or Not Started to include resource additions if no Business Analyst (BA) assigned. This is a shared responsibility between Work Planner Scheduler (WPS) and Planner Scheduler (PS).
    • Maintain MSP Admin role for all TT projects in the event a Project Manager (PM) and BA is out, and changes are needed to the schedule.
    • Support TT PMO as "scheduler" for projects that do not have a BA resource and PM does not have capacity to track.
  • Supporting Requirements Development:
    • Conduct interviews and facilitate workshops to elicit business requirements.
    • Plan, organize, and facilitate process improvement and business process documentation sessions in support of the maturation of the Project Management Office (PMO) and implementing Project Management Body of Knowledge (PMBOK) based project management methods.
    • Research, analyze, model, and organize information for developing requirements.
    • Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and business needs.
    • Facilitate requirements validation sessions and present findings.
    • Resolve requirement conflicts between stakeholders.
  • Solution Development and Proposal:
    • Design architecture and solutions based on requirements and best practices.
    • Facilitate/assist in technical process improvement initiatives.
    • Research and develop methods to automate repetitive manual data manipulations.
    • Use Rapid System Development methods to build prototypes.
    • Draft solutions that integrate the various Portfolio, Project, and Asset Management systems.
    • Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures.
    • Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors.
  • Solution Build:
    • Prepare functional and technical documentation for hand-off to IT workgroups.
    • Work closely with corporate IT development teams to encourage a smooth build.
    • Draft documentation for user and operational manuals.
    • Design, build and implement desktop tools and systems to support portfolio and project management, project scheduling and project financial analysis.
    • Build business intelligence objects and reports from various source systems.
    • Create user interfaces in both Project Web Access (PWA) and SharePoint.
    • Draft and build electronic forms to support business processes.
    • Create queries and reports in MS Access for extracting, manipulating, and reporting of business architecture-related information.
  • Implementation and Change Management:
    • Support development and implementation of change management plans that reduce employee resistance and empower management as change sponsors.
    • Focus on the people side of change, including changes to business processes, systems and technology, job roles and skills, and organization structures.
    • Facilitate various system verification activities such as systems and user testing.
    • Develop and deliver process and systems training to impacted employees.
    • Facilitate system and data integration efforts to connect disparate systems that have various levels of System Life Cycle (SLC) maturity.
  • Solution Maintenance:
    • Provide first line technical support to business users of the developed solutions.
    • Complete and improve user manuals, onboarding, and training documentation.
    • Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.
    • Promote the adherence to SLC processes.
  • Help the project meet business, schedule, and budget objectives.
  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Requirements:

  • A degree in Information Technology, Technical Management, Information Management, Engineering, Business Systems, Computer Science or a directly related technical discipline is preferred.
  • 8 years of experience is required with an applicable bachelor's degree.
  • 10 years of experience is required with an applicable associate degree.
  • 12 years of experience is required without a degree or applicable degree.
  • Experience should include business systems analysis with a focus in Networking and Infrastructure projects. Expert level practitioner in business systems analysis and/or systems analysis with a focus in Software, Data Integration, Cyber Security, Networking and/or IT Infrastructure projects. (Project business system analysis experience required; do not include Service Desk or O&M experience).
  • Expert knowledge of Microsoft Project (MSP) and Microsoft Project Web Application (PWA)
  • Advanced knowledge of Visio or other similar flowchart tools.
  • Advanced proficiency in Excel, including pivot tables, charting, and reporting.
  • Expert knowledge in IT planning, functional and technical specifications, and system life cycle (SLC) management.
  • Experience Supporting Requirements Development including a) Conduct interviews and facilitate workshops to elicit business requirements b) Research, analyze, model and organize information for developing requirements c) Decompose high-level information and abstract up from low-level information to distinguish solution ideas from business needs d)Facilitate requirements validation sessions and present findings to management and other stakeholders e) Collaborate to resolve requirements conflicts between stakeholders f) Research, document, and validate current and future state processes and designs (functional and technical) g) Help define best approaches, alternatives, and decision frameworks for alternative business solutions analyses
  • Experience in organizational change management methods and tools.
  • Experience with use of SharePoint.
  • Experience with Agile and Waterfall methodologies.
  • Expert communication and customer service skills, to move assigned project(s) forward in a large agency environment with many stakeholders
