SUMMARY STATEMENT
Reporting to the Capture Manager, the Proposal Manager has accountability and ownership for the development and delivery of high quality, winning responses to government proposals, from the market research phase, pre-RFP (Request for Proposal) through post-submission, primarily focused in the federal/state health sector. This position is a highly visible role that provides thought leadership and guidance to cross functional teams assigned to support proposal efforts. This role ensures the timely delivery of compelling, compliant proposal responses, requests for information, sources, and other Agency market research. The Proposal Manager must be creative, detail-oriented and thrive in a fast-paced environment.

ESSENTIAL DUTIES & RESPONSIBILITIES

Proposal Management - 70%
* Coordinate and guide proposal teams which may include consultants, teaming partners, and GuideWell Source subject matter experts/teammates to ensure adherence to proposal schedules and produce high quality work products
* Liaise with representatives from the GuideWell Source finance, contracts and legal departments to ensure all aspects of the proposal are completed and compliant
* Oversee, facilitate and conduct daily proposal activities including team meetings, writing development, editing, reviews, graphics/formatting and production
* Develop proposal schedules, outlines and compliance matrices
* Distribute and manage proposal templates, style guides, formats and instructions for authors
* Track all aspects of a solicitation to include modifications, Q&A, and changes and updates to procurement documents; convey changes to proposal team and revise schedules, outlines and matrices as necessary
* Coordinate proposal kick off meetings and color/management team reviews
* Coordinate with graphic designers/proposal coordinators to conceptualize and develop meaningful and compelling graphics for inclusion in the proposal
* Perform rigorous quality assurance checks on draft and final documents to include clarity, grammar, accuracy and consistent voice
* Interview subject matter experts for development of proposal content and artifacts
* Assist in the writing of the proposal response
* Maintain document configuration management and control
* Ensure that all RFP format specifications have been followed and meet all proposal deadlines
* Arrange for and manage delivery of proposals to Government to include shipping and contingency plans as needed

Proposal Operations Support - 25%
* Develop and maintain dashboards and reports to create visibility of status on all proposal efforts
* Ensure coordination with leadership to establish priorities and identify any resource constraints
* Create and maintain proposal repositories and databases
* Mentor new proposal support resources

Post-Proposal - 5%
* Update proposal databases and repositories as appropriate with new and modified templates and source content

Performs other duties as the supervisor may, from time to time, deem necessary.

REQUIRED QUALIFICATIONS
* Bachelor's degree in related field
* 5+ years of proven experience in winning proposal development to include proposal management. This experience includes professional experience in the federal contracting marketplace preferably in the Defense Health Agency, Department of Veterans Affairs, and the Centers for Medicare and Medicaid Services
* Experience analyzing RFI/RFQ /RFP requirements and developing compliance matrices; experience in the full lifecycle of proposal development from developing proposal schedules, and lessons learned; proposal and production experience.
* Strong understanding of the Federal Acquisition Regulation and federal proposal process
* Ability to prioritize and manage several projects simultaneously
* Excel at multi-tasking to meet competing priorities and critical deadlines
* Effective communication and organizational skills and demonstrated experience effectively managing proposal teams of diverse levels of seniority and experience
* Ability to develop compelling, compliant, high-scoring proposal content
* Highly proficient in MS Office Suite (Outlook, Word, Excel, PowerPoint)

PREFERRED QUALIFICATIONS
* Shipley Method (or equivalent) experience
