Program Manager - C4ISR
Contingent Upon Contract Award
Purpose:
  • Valkyrie Enterprises is seeking a Program Manager to support Naval Information Warfare Commands (NAVWAR) Fleet Readiness Directorate (FRD) to lead the Fleet Systems Engineering Team contractor support. The mission of the FSET program is to facilitate effective operation of all NAVWAR afloat and ashore C4ISR systems throughout Operational Fleet Readiness Plan Cycle. This program also provides systems engineering and technical support for the rapid introduction of new capabilities into the fleet though fleet experimentation and operational fleet exercises.
Job Description:
  • Lead overall efforts related to the contractor support and performance of the FSET Program.
  • Build and Strengthen relationships with Team Valkyrie Subcontractors.
  • Plan, schedule, direct, and approve all work assigned to the program and assure that quality products are delivered on time and within budget.
  • Develop, mentor, train and evaluate staff to maximize their career potential.
  • Identify and develop marketing and business plans for targeted opportunities that fall within the capabilities of the Company.
  • Market and capture work to ensure the Company's Core Business Objectives and competitiveness in the marketplace is maintained.
  • Keep abreast of evolving technology and procedures, which may enhance the opportunities for future projects.
  • Work with the Business Development/Strategic Planning team to identify and pursue new customers, programs, and business opportunities.
  • Promote existing customer relations through frequent communication.
  • Consult with customers to gain cooperation and acceptance of ideas and actions.
  • Project a positive image to employees, customers, and similar industrial companies by ensuring a cost-efficient, quality product is produced in accordance with the customers' requirements.
  • Maintain a positive work environment through positive actions to affect morale, providing adequate opportunities for employee personal growth, and ensuring the program meets Company regulations and policies.
  • Direct and coordinate financial and budget activities to fund operations, maximize investments, and increase efficiency.
  • Direct and coordinate personnel management activities including performance management, recruiting, hiring, promotions, and terminations.
Qualifications:
  • Must have a Master's degree in Business Administration or a Master of Science Degree in Business Management or a relevant degree in a related discipline OR a Bachelor's Degree in Business Administration or Bachelor of Science Degree with at least 7 years of experience with direct management of DoD program(s) is an acceptable substitute.
  • Must have at least 4 years of experience with direct management of DoD program(s).
  • Must have at least 4 years of manpower and resource management experience with a program(s) providing Department of the Navy (DoN) C4ISR services in support of global Fleet missions or equivalent Department of Defense (DoD) missions.
Desired Qualifications:
  • Prefer at least 8 years' experience with direct management of DoD program(s).
  • Prefer at least 3 years' experience supporting NAVWAR or NIWC C4ISR Programs.
  • Prefer at least 3 years' experience managing a government CPFF contract with a ceiling value over 100 million dollars and 75 + full time equivalent personnel.
Security Requirements:
  • The applicant must have an interim or fully adjudicated Secret Security Clearance to access military facilities and Naval installations.
Travel Requirements:
  • Occasional Travel; Up to 25%.
  • Position requires routine travel to and from San Diego, CA to attend quarterly meetings.
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Physical Requirements:
  • Remaining in a stationary position.
  • Often standing or sitting for prolonged periods
  • Moving about to accomplish tasks or moving from one worksite to another.
  • Communicating with others to exchange information.

  • Light work that includes moving objects up to 20 pounds.

Pay Range: $150,000 - $175,000 per year
