Job Description

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by the incumbent(s) in this job. SUMMARY:

The Contract Compliance Specialist II (U) provides monitoring and reviewing of on-site implementations of construction affirmative action programs of companies, corporations and unions having DC Water contracts and supports in the implementation of DC Water's Business Development, Contractor Employment Compliance, and Water Works Programs.

ESSENTIAL FUNCTIONS:

  • Analyzes the scope of work statements of subcontract agreements, invoices and payments. Interviews design and construction engineers to determine total construction commitments to DC Waters Business Development Program.
  • Determines during pre-advertising of solicitations Labor standards and EEO provisions to be incorporated in all DC Water procurement acquisitions. Also determines the apparent successful offeror's compliance with LSBE/DBE requirements prior to award.
  • Prepares (or reviews if prepared by a contractor) notices of contract opportunities to the LSBE/MBE/WBE community and conducts outreach efforts to promote DC Water's policy.
  • Monitors the implementation of the "Labor Provisions" of the construction contracts by the project office. Performs compliance reviews and conducts labor standards interviews on as needed basis.
  • Analyzes and determines adequacy of affirmative action plans proposed by contractors; works closely with prospective contractors to bring affirmative plans to compliance.
  • Monitors employee apprenticeship training programs and sub-contracting provisions.
  • Investigates EEO affirmative and sub-contracting violations and prepares reports of investigation.
  • Monitors federally funded/supported Construction projects to ensure full compliance with EPA's fair share objectives.
  • Represents DC Water at various external vendor meetings, expos, trade shows, and other outreach activities to discuss certified business utilization, contractor employment compliance issues, and opportunities and information on DC Water's contracting programs.
  • Implements and fosters a Minority Business and Outreach Program for minority and women owned business enterprises, to include the District's LSDBE Act of 1976 and as amended in 1999.
  • Provides compliance training to Authority contractors, subcontractors, and contractor employees.
  • Maintains a current listing of LSDBE vendors, and identifies the applicable categories.
  • Visits contractor's work sites to confirm that participation of LSBE and DBE subcontractors are in compliance with contract. May assist LSBEs/DBEs with various problems relating to subcontracting work on DC Water projects.
  • Maintains contact with national and local representatives of unions, building trades councils, apprenticeship committees and other interested parties.
  • Prepares monthly, quarterly and annual reports on the Authority's business development plan.
  • Performs other duties and responsibilities as assigned by supervisor.

Supervisory Responsibilities: N/A

Key Working Relationships: Interacts daily with vendors, local officials and department heads and other DC Water personnel.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor's Degree in Business Administration, Accounting, Economics, Finance, Law, Engineering, Purchasing, Economics or Management or a related field from an accredited college or university, plus five (5) years of experience in construction contracting or architectural design; or equivalent combination of education and experience.
  • Desirable Qualifications - Professional certification in the National Institute of Government Purchasing (NIGP), National Contracts Management Association (NCMA), or the Institute for Supply Management (ISM).
  • Knowledge of contracting procedures, types, and methods, including formal advertising, negotiation, and contract compliance.
  • Ability to conduct contract negotiations. Understanding of federal and local procurement practices.
  • Ability to develop and maintain accurate records.
  • Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
