Working as a part of the Heavy Maintenance & Construction section, performs leadership, supervisory and administrative duties for a crew of four to ten employees in the daily maintenance and construction related activities associated with the wastewater collection system, to include inspection, cleaning, repairing, and installation. Assigns work to field staff; uses desktop and laptop computers, enterprise asset management system (EAM) with the county’s Geographical Information System (GIS) to review, create and complete work orders. Ensures work is done, utilizing resources assigned to the workforce. Enforces safety rules and regulations for subordinates in the field. Provides customer service to citizens, other agencies, and contractors in addressing inquiries and complaints.

PIPE & MANHOLE REPAIR: Performs repairs, both routine and emergency, to the sanitary sewer collection infrastructure including manholes and sewer pipe. Completes inspections of sanitary sewer lines and other sewer related infrastructure located in the stream valley. In the case of an emergency, crews are deployed to initiate bypass pump around operations to mitigate potential environmental contamination. Routinely excavates and establishes erosion and sedimentary control practices. Regularly undertakes heavy construction projects, in the VDOT roadway, streams, and forested areas. Prepares daily schedules and monitors projects activities. Responds to trouble calls as necessary. Uses and oversees the use of heavy equipment such as: excavators, loaders, backhoes, and skid steers. Works under the supervision of the Public Works Environmental Service Specialist.

The ideal candidate must have excellent interpersonal and communication skills to lead a team and provide excellent customer service with the ability to communicate effectively with residents, customers and team members. Also, possess strong problem-solving skills and the ability to manage multiple projects.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience equivalent to the following: High School diploma or GED issued by a state department of education, and four years of increasingly responsible experience related to the maintenance of municipal facilities and infrastructure from either a public or private organization.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license.  
  • Commercial driver's license (CDL) Class "B" or higher.
    • Class "A" required within 12 months of hire.
    • Tanker endorsement within 12 months of hire.
  • VDOT Work Zone Safety Traffic Control Intermediate Certification within 12 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, driving record check, and commercial driver's license screening to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
At least two years of experience in the following:
  • Supervisor of field staff or Team Lead. Responsible for managing and directing maintenance personnel.
  • Management experience or knowledge of the daily operation of general construction, sanitary sewer/water hydraulics or maintenance related activities to oversee tasks such as equipment installation, facility equipment repair, and preventive maintenance.
  • Supervising emergency repairs such as providing corrective troubleshooting measures in an Industrial environment.
  • Operating sewer/construction-related equipment such as: Excavator, Backhoe, Dump truck, Skid steer and general hand tools.
  • Using computer systems related to Microsoft Office, GIS, and an enterprise asset management program.
  • Possession of any of the following certifications:
    • Basic Traffic Control
    • Confined Space Entry
    • Virginia Flagger Certification

PHYSICAL REQUIREMENTS:
Ability to climb/crouch and enter permit confined spaces using certified non-entry retrieval which has a weight restriction of 310 pounds. Ability to lift and carry items weighing up to 75 pounds. Ability to lift/ slide up to 90 pounds with assistance. This includes lifting, carrying, and pulling hoses, climbing on to the vehicle (12' high) for set up and minor maintenance, standing, kneeling, or bending for long periods of time. Ability to physically navigate rough, uneven terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. Ability to use hand tools. Ability to work in a variety of work environments which may be noisy. Ability to work in adverse weather conditions and temperatures. Must be able to operate a county vehicle to travel to various locations throughout Fairfax County to provide coverage, attend meetings and training. All duties performed with or without reasonable accommodations.
